What changed?

The Government has operationalised a new Cross-Border E-Commerce Export Framework for Indian goods. The framework allows eligible exporters to use an inventory-based e-commerce model, where a registered Exporter-on-Record (EOR) manages the export process on behalf of Indian sellers.

Under this framework, MSMEs can focus on selling their products while the Exporter-on-Record (EOR) handles key export activities, including:

  • Regulatory compliance

This can make it easier for smaller businesses to access international markets without managing every stage of the export process themselves.

Key safeguards

The framework includes several safeguards, such as:

  • Exports only against confirmed customer orders
  • Digital tracking and segregation of export inventory
  • Timely payment to Indian sellers
  • Export rebates and refunds passed on to sellers
  • Annual compliance certification by the EOR

These measures are designed to support transparency and protect participating exporters.
