Government e-Marketplace (GeM) Vendor Empanelment is the process through which businesses are officially recognized as verified vendors on the GeM platform.
While GeM Seller Registration allows a business to create an account and list products,
Vendor Empanelment is an additional verification + approval process required for certain categories, especially:
- OEMs (Original Equipment Manufacturers)
- Brand owners
- Specialized suppliers
- High-value product manufacturers
- Service providers needing technical approval
Empanelment confirms that the vendor meets the required quality, technical, and compliance standards, and enables participation in specific tenders and product categories.
Why is it Needed?
Vendor Empanelment provides:
- Higher trust and credibility on the GeM platform
- Eligibility for brand listing & brand approval
- Access to categories that require OEM status
- Priority in government procurement
- Ability to participate in specialized tenders
- Visibility to central/state departments as an approved supplier
- Reduced risk of product rejection in technical evaluation
Some categories cannot be listed without vendor empanelment.

How and where to apply?
Vendor Empanelment is completed inside the GeM seller dashboard, under the OEM/Brand/Empanelment section.
Sellers must:
- Access the empanelment module
- Submit required business, brand, and manufacturing documents
- Complete verification or third-party assessment if applicable

Exact workflow depends on category and GeM processes.
Third-Party Assessment (if required)
Handled by government-approved assessors such as:
- QCI
- NABL labs
- Other accredited bodies
(Not all categories require this.)
Cost
Registration Cost:
- No government fee for empanelment
Possible Additional Costs:
- Third-Party Assessment Fee (₹5,000 – ₹25,000 depending on category)
- Certification costs (if a standard requires certification)
- Brand approval fee (charged by select agencies)
These fees are not charged by GeM but by external certifying authorities.
Validity
- Empanelment is valid as long as the vendor meets compliance conditions
- Certificate does not have a fixed expiry
- Must be updated when:
- Factory address changes
- Brand ownership changes
- Business structure changes
- Certifications expire
